The state of Bremen, made up of the cities of Bremen and Bremerhaven, has 10 statutory public holidays: the nine nationwide ones plus Reformation Day on 31 October. The state parliament introduced it in 2018, after it had been a one-off nationwide holiday in 2017 for the 500th anniversary of the Reformation; Lower Saxony, Hamburg and Schleswig-Holstein decided the same that year. The legal basis is the 1954 act on Sundays, days of remembrance and public holidays, as amended. In 2027 Reformation Day falls on a Sunday, so only 5 holidays land on weekdays and 256 working days remain. In 2028 it falls on a Tuesday: one leave day on Monday 30 October gives four days off. Since 2018 Bremen and Lower Saxony have had the same holiday calendar, which suits the many commuters from the surrounding area.

A city state with two cities
The full name of the Bremen holiday act is the act on Sundays, days of remembrance and public holidays. Besides the holidays it sets quiet days such as Good Friday, the national day of mourning and the Sunday of the Dead, on which public dances are restricted. Of these, only the statutory holidays are days off.
With ten holidays Bremen has one of the shortest holiday calendars. That makes the timing of the movable holidays all the more important: in 2027 Easter, Ascension Day and Whitsun fall within ten weeks between late March and mid-May, and after that no holiday falls on a weekday until Christmas.
